Creating HR capability in high performance organizations

This paper examines some of the key factors that influence the effectiveness of human resource management (HRM) in organizations. Particular attention is given to the influence of HR capabilities on the competitiveness of organizations and the practical implications of this for the way in which the HR is organized. The questions addressed here are thus: What are the key HR capabilities that increase organizational performance? To what extent can these capabilities help to create and sustain competitive advantage? And what are the implications of these capabilities for the HR function?
