Comprehensive quantitative evaluation of effect of lightning protection project based on risk governance and prospect of the application context

Prevention of the potential risks to power grid operation is an important way to protect the security and improve the equipment operation level. Scientific quantitative evaluation of the effect of lightning protection investment is a foundation to optimization of investment decision, enhance investment efficiency and effects, and to promote investment accuracy. Therefore, this paper presents a comprehensive quantitative evaluation of investment effects. First, by analyzing the mechanism of risk prevention of different lightning protection measures, a comprehensive effect quantitative evaluation index system is established which contains various effects and reflects the characteristics of risk prevention. Secondly, the paper realizes the quantitative evaluation, constructs the investment effects quantitative evaluation model, and normalized coefficient for the first time. Finally, apply quantitative evaluation model to evaluate actual investment effects and discuss the practical application contexts.
