Abstract Federal Law No. 196-FZ "On Road Traffic Safety" dd. 10.12.1995 is the main law establishing legal relations on the roads of the Russian Federation. This regulatory legal act ensures a set of rights for road users, the main one of which is the right of "citizens for safe traffic conditions on the roads of the Russian Federation". However, government agencies and their subordinate organizations responsible for traffic management and safety do not perform the functions laid upon them by this law in full. One of the many unresolved issues is crossing and conflict of interests between pedestrians starting moving when a green traffic light is showing and drivers entitled to complete their movement across intersections. In most cases, traffic lights operate according to an obsolete and primitive system where the change interval is 3 s. Within that period of time, vehicles, entitled to enter the intersection or complete their movement across such intersection, reach the border of the pedestrian crossing when the green traffic light for pedestrians has already turned on. It is not uncommon that drivers in this situation do not have capabilities to prevent a run-over when pedestrians get injuries of various severity. As a result, such drivers are wrongfully convicted. Such road accidents can be ruled out through the calculations given in this paper. It should be reminded that it is the change interval of the traffic lights operation which is intended to rule out crossing trajectories of conflicting directions, and its calculation shall take into account various geometric and structural parameters of the road network junction, as well as other characteristics of the vehicle and pedestrian traffic.
