Application of Gray Discrete Bi-level Linear Programming Model in the Double Emergency Management Network

Based on the consideration of respective and common interests of emergency management network decision-making departments and the affected people, the gray discrete bi-level programming method, is applied to solve the double emergency management network planning problem with interval gray parameters. A related model is established to simulate and optimize the design of the medical rescue supplies dispatch management network under the condition of sudden infectious diseases. The gray discrete bi-level programming method based on the hierarchical model and solution, fully considering the hierarchical level of the management system and the selection behavior of the affected people, can be used to solve the planning problem of the emergency management network with interval gray parameters, and optimize the decision-making mechanism of the actual management network. It is proved that calculation results are more credible compared with other traditional planning models.
