A downlink resource allocation method in a broadband wireless access communication system is provided to be capable of effectively allocating data bursts to data burst allocation regions of a downlink frame including sub data burst regions which perform predetermined power boosting functions. If data bursts to be allocated to data burst regions exist, a base station allocates sub data burst regions to which the data bursts will be allocated(402,404). The base station calculates the number of slots of the data bursts(406), and decides whether the number of the slots is assignable to the sub data burst regions(408). If so, the base station selects a group having the smallest number of null padded slots(410), and decides whether more than two groups having the same number of the null padded slots exist(412). If so, the base station selects a group having more sub channels as a data burst allocation group(420), and decides whether the selected group is a complex group(422). If not, the base station allocates the data burst slots to the corresponding group(426).
