This paper describes a graphics-based system for urban roadway management. The main objective of the system is to select the cost effective maintenance and rehabilitation (M&R) projects for small size and medium size cities. The system can be run on any IBM compatible personal computer with a VGA monitor. The system consists of a database, a model base, and a graphics base. The methodology adapted for developing the system is unique because all the three bases are integrated by a graphical interface. Major input data for the system include section identification, construction date, current average daily traffic, truck percentage, traffic increase rate, and overall pavement condition rating for each section or pavement distresses. The basic outputs of the system cover M&R strategy pavement evaluation models, M&R strategy assignment model and M&R project prioritization model. The graphics base includes a street map and various bar charts and scale diagrams. The system is simple and flexible and user-friendly.
