The failure of many computer-based information systems (MIS) to support the decision-making process can be directly attributed to the large centralized computing facility, long regarded as the appropriate implementation vehicle. The concept of distributing processing power and data bases into the responsible functional/operational units of the organization must be recognized as a viable alternative, based upon significant technological and organizational considerations.
