The invention bases on a T-S fuzzy model theory and builds a dynamic math model of nonlinear time lag system, the designed fuzzy control device has a fuzzy rule pre match and fuzzy rule quantity different from a system model, serially combines the system model and the fuzzy control device model, to obtain an overall dynamic model of the system; bases on the Lyapunov stability theory to derive two types of stability conditions for an autonomous system; utilizing the stability conditions of the autonomous system and the system model, conducts a linearization process, to derive a stabilization condition, and designs a corresponding fuzzy control device. The designed stability condition and stabilization condition both are displayed as linear array inequality forms, facilitating simulation computations and realizations, compared with similar methods the method has relatively low conservativeness. Compared with prior art, the method can freely choose membership degree functions, reduces the design complexities of the control device, and has relatively good robustness for uncertain systems.
