Optimum Operations Model for Shasta-Trinity System

A computer model using state incremental dynamic programming is available to furnish daily optimum water and power operating strategy for a 30-day period for the Shasta-Trinity Division of the U.S. Bureau of Reclamation’s Central Valley Project in California. The increasing demands and the desire to operate the project more efficiently led to the conclusion that mathematical models are required to provide optimum operating information. The model selects the operating strategy which maximizes the electrical energy generation while satisfying firm water contracts, mandatory releases, and flood control commitments. The model has been tested in conjunction with standard operating procedures to substantiate the applicability of the optimization technique in the Central Valley Project’s real world environment. Input to the model consists of deterministic streamflow, storage, electrical, and precipitation data. The formulation of the model is reviewed. An example illustrates the application of the model.
