The system comprises an induction machine to be measured, a photoelectric rotary encoder, a signal cable, a frequency converter main control plate based on the DSP, a frequency converter main loop drive plate and a frequency converter inverter. According to the system and the method, A, B, Z output signals of the photoelectric rotary encoder are skillfully connected with the DSPTMS320F2812, the numbers M1and M2 of two kinds of pulses can be obtained through measuring at the same time, the M/T velocity measurement can be successfully realized on the DSP, and a velocity-measuring result with high precision can be obtained in a full-speed range.
