Scoping flood risk reduction issues with sharing concerns

In Muraida community, Shiga prefecture, Japan workshops effectively aided the exchange of ideas, knowledge, and opinions. This paper describes and discusses the results of a participatory workshop process, known as estimated flood areas in Shiga Prefecture, conducted in Muraida community. This case study analyzes and investigates the concerns of stakeholders who attended workshops focused on the development of a flood risk reduction plan, which was based on the scoping of flood risk management problems. This paper provides a critical examination of concerns expressed by residents and representatives of local governments. It also provides a discussion of the role of sharing concerns as a supportive procedure during the scoping stages of flood reduction planning and management processes.
