Development of ACDSS and its implementation to New York City arterials

This paper describes the development and implementation of an adaptive control decision support system (ACDSS) that operates real-time adaptive signal control with human operators in the decision loop. The system integrates web service-based data fusion techniques, wireless detection technology, an NCTIP-compatible Advanced Solid State Traffic Controller, high-speedon-line micro-simulation/animation and computationally efficient signal optimisation algorithms. Control room operators supervise and interact with real-time signal operations by verifying the algorithm-optimised signaltiming plan against other available alternatives using on-line simulation- a combination viewed as important for achieving robust and reliable operations in oversaturated conditions. ACDSS also allows autonomous signal optimization without operator interaction.. The system is being used to update traffic control in New York City. Current coverage includes two arterials, Route 9A in Manhattan with 22 intersections and Victory Boulevard on Staten Island with 4 intersections.
