C ongestion control has become an increasingly important problem with the advent of gigabit networks. This is partly due to the coexistence between the legacy of low-speed networks and current high-speed links. Among the available technologies, Asynchronous Transfer Mode (ATM) has emerged as the standard for supporting gigabit Broadband Integrated Services Digital Networks (B-ISDNs).
