Perspectives on computer’s uses in the educational field point to different demands including alphabetization and continuous education, and attendance to special population who are geographically disperse, mobilizing and involving many specialties. New forms of language and behavior for the use of informational system have already been perceived. However, they have not been observed and studied enough. The Ministery of Education drawed up specific legislation that disposes of National Politics for Integration of Handicapped Person and consolidates norms of protection. Thus it’s necessary to make a profound study of cognitive focus and the use of information technology in situations where there is a sensorial limitation. The focus of this work is on deafness and the limitations that it poses on the use of information technology, specifically for web sites.
