This report evaluates the human health risks and environmental and socio-political impacts of options for recycling radioactive scrap metal (RSM) or disposing of and replacing it. Argonne National Laboratory (ANL) is assisting the US Department of Energy (DOE), Office of Environmental Restoration and Waste Management, Oak Ridge Programs Division, in assessing the implications of RSM management alternatives. This study is intended to support the DOE contribution to a study of metal recycling being conducted by the Task Group on Recycling and Reuse of the Organization for Economic Cooperation and Development. The focus is on evaluating the justification for the practice of recycling RSM, and the case of iron and steel scrap is used as an example in assessing the impacts. To conduct the evaluation, a considerable set of data was compiled and developed. Much of this information is included in this document to provide a source book of information.
