On the SLA for Spacecraft Ground Station Management

With space technology development rapidly and increase in the number of satellite, the conflicts between requirements of users and availability of spacecraft ground station resources are more and more prominent. The multi-satellite TT&C problem has been thought much of at present and in the future. The multi-satellite TT&C problem mainly needs to solve conflicts between requirements of satellite users in related to limited resources of spacecraft ground station and avoids to compete with each other for the same ground station resources. So in this paper we introduce the service level agreement (SLA) to harmonize and manage satellite user's requirements, to negotiate the relations between users and TT&C service provider, furthermore to utility functions of the SLA monitor and evaluation mechanism, at last to improve the whole working efficiency of ground station resources, to obtain higher satisfaction degree of user and to utility fully limited resources of spacecraft ground station.
