MARINE SAFETY ANALYSIS AND FUNCTIONAL EVALUATION SYSTEM: DEVELOPMENT OF THE RISK ANALYSIS MODULE (RAM)

In November 1994, Canarctic Shipping Company Ltd. was awarded a contract to develop a Marine Safety Analysis and Functional Evaluation System (SAFE) for the Canadian Coast Guard (CCG). Canarctic Shipping Company Ltd. sub-contracted Institute for Risk Research (IRR) to assist in the risk analysis and risk management aspects of the project, including the development of the functional specification for the risk analysis module (RAM) for SAFE. At the time of the contract award, CCG was an integral part of Transport Canada. On April 1, 1995, most functions of the CCG were transferred to the Department of Fisheries and Oceans. This report, constitutes IRR's final report submitted to Canarctic Shipping. The report presents the concept of SAFE and the approach taken in RAM; the functional requirements of RAM are presented in detail. An example of the application of the final version of the functional specification for RAM is presented.
