A design and implementation model for life cycle cost management system

Design-to-cost is a management philosophy that emphasizes the selection and design of a system based on minimizing life-cycle cost. In some instances, systems alternatives are evaluated using such analysis, but actual implementation of design-to-cost philosophy throughout the entire system life is an exception rather than the rule. Management's lack of planning makes it difficult to implement this important philosophy. This paper analyzes and identifies the issues and provides a framework for design and implementation of a life-cycle cost management system.
