The restoration planning problem of the earthquake disaster road network is an optimization problem of the combination of the damage links. This paper proposes the algorithm to calculate the traffic capacity of the road network by various traffic demand control measures such as traffic regulation for the damage road network. The urgent restoration planning is made by maximizing the traffic demand of private vehicle flows in accounting for emergency vehicles such as ambulances which are given the highest priority to maintain the urgent routes. The optimization programming of the road network restoration planning is done for the model plan of the candidate depots of emergency vehicles and urgent route network by using the growth method of Genetic Algorithm which is able to search the combination of restorable links. The proposed method is applied th a relatively large-scale network model.
