Abstract In the paper, an effect of the speed of low-cost, popular, personal computers' expansion on the architecture of instruments and measurement systems is discussed. New phenomena are described: separation of measurement units from intelligent instruments, appearance of personal instruments and spread of measurement systems with full software realisation of measurement. The matter under discussion is: do these phenomena result in a personal computer revolution in measurements?
