Hastus: A Model For The Economic Evaluation of Drivers’ Collective Agreements In Transit Companies*

AbstractUnion contract negotiations for bus drivers in transit companies have become increasingly difficult in recent years because of the complexity of the scheduling rules under negotiation and the difficulty of accurately evaluating the impact of these rules on costs. In this paper a linear programming model for the problem is described, together with the package that was developed to facilitate its implementation and use in transit companies.The application of the system in most recent negotiations in Quebec City and Montreal is reviewed. Other applications and developments are briefly sketched.
