A pressure fluctuation balancing system is formed by connecting a pressure buffer and a gas buffer tank with a connection pipeline; the pressure buffer is arranged in an outer drum body and the integral structure of the pressure buffer comprises an inner corrugated pipe, an outer corrugated pipe, an inner shaft, a limiting mechanism, an outer container, a mirror surface structure and a displacement measuring system; the inner corrugated pipe and the outer corrugated pipe are connected by the inner shaft, so the motion displacement of the inner corrugated pipe can be transmitted to the outer corrugated pipe for realizing the sealing of the inner shaft; the gas buffer tank is connected to the gas side of the buffer by the connection pipeline so as to realize that the pressure at the gas side is kept instant.
