A Novel Method Combining ORESTE, Fuzzy Set Theory, and TOPSIS Method for Ranking the Information and Communication Technology Research Centers of Iran

ORESTE as an outranking method is used for ranking, but in vague situation, it cannot be useful. Thus, in this paper, in order to encounter this problem, a novel method combining the fuzzy set theory and ORESTE method is developed which used TOPSIS method for creating results that are more precise. This combined method is used for ranking the Information and Communication Technology (ICT) research centers departments according to the criteria of department evaluation in ICT research centers. A Modified Balance Score Card (MBSC) extracts the utilized criteria. Moreover, an illustrative example shows the application of the method to a ground water management system.
