A network management server sends a first management message; an auxiliary configuration device packages the first management message into a second management message in a preset package mode and sends the second management message to a metropolitan area network; the second management message is a message added with a VLAN identifier on the basis of the first management message; a transmission device in the metropolitan area network transmits the second management message to the miniature access PTN device; and the miniature access PTN device identifies the second management message according to a message format and configures the VLAN identifier in the second management message as a VLAN identifier per se. By adopting the scheme provided by the invention, a professional does not arrive at the local to configure the miniature access PTN device, the miniature access PTN device can be configured and managed on the network management server only after logistics delivery and simple connection of the miniature access PTN device, so that the device opening efficiency is improved while saving the manpower and time costs.
