A hard wired scheduler for a low-power wireless device processor and a scheduling method are provided to automatically deliver a process which has to be first processed to a processor core, and to control the number of oscillation times of a clock generator which operates the processor core, according to each process, thereby reducing power consumption. Process queues(120a,120b) store plural processes in divided process ID type by considering priority and emergency. An interrupt controller(170) obtains an external interrupt to deliver the interrupt to a process arbiter(160). A schedule timer(130) generates a synchronous signal. The arbiter(160) determines precedence of a process to be first performed, based on stored process IDs and the external interrupt. A register state storage(110) stores states of the plural processes in descriptor table type based on the synchronous signal according to the determination of the arbiter(160). A register map updater(150) updates a register map of a process to be delivered to a processor for execution based on process descriptor tables(110a-110n) stored in the storage(110) according to the determination of the arbiter(160).
