Due to the continuous use of fossil fuels, environmental issues including global warming were raised, and there is a trend towards recommending regulations related to the energy efficiency and strengthening duties by each country. Moreover, as energy consumption of construction accounts for approximately 22 percent of the total energy consumption of 2010, various study on the reduction of energy efficiency and carbon emission of the construction field. This study calculated the carbon emission in the management level and carried out assessments on the reduction of carbon emission according to elements and technology applied to constructions on a public construction located in the first town of Sejong City, the 119 safety center. Firstly, the study assessed carbon emission and examined the studies and evaluation techniques related to carbon emission for the calculation of carbon emission of the construction. Moreover, the study presented an analysis framework for carbon emission with a set assessment criteria and scope. Through the presented analysis framework, carbon emission based on actual energy consumption was calculated and carbon emission assessment according to the technological elements applied to the construction was carried out. The technological elements analyzed through simulation are strengthening of heat insulation, usage of high efficiency lighting equipment and usage of new and renewable energy. The technological elements of high efficiency air conditioning and heating equipment, lighting and new and renewable energy, which can be said to be application of an active element, turned out to have a great influence on the reduction of carbon emission and improvement of energy performance of the construction.
