COMPLETE DATA SIMULATION SYSTEM USING TECHNOLOGY ELECTION INTELLIGENT CHARACTER RECOGNITION (ICR)

ABSTRACT : In the lection in 2009 the Commission made a recapitulation of vote counting results using ICR technology. ICR is for Intelligent Character Recognition, the system cerdasâ â which can recognize handwriting and translate it into a digital code or symbol that understand (edited, saved) by the computer. With this technology, each Commission at each regional level may submit his recapitulation. C1-form means that IT is a recap of vote counting at polling station level can be transferred into of softcopy (file scan) and stored and read directly by the system of this ICR. The results of these readings are designed to be the value of the official vote counting results in national tabulation center. This research is about making of applications including: analysis, design and manufacturing applications, and discussion of implementation as the ICR method on the data collectors. ICR simulation application interface is created by using Matlab 7.0. This simulation is expected to find alternative solutions to problems that arise. So the use of this has correlation with its function to facilitate the data collection fastly and accurate to delivery to the central Election Commission.
