Context Matters. A Social Informatics Perspective on the Design and Implications of Large-Scale e-Government Systems

Most experiments with participative design are with small scale, stand alone and not very strategic applications of ICT in organisations . However, modern ICT applications are increasingly based on complex and large scale n etwork technologies. What PD issues arise in this type of projects? What methods can be used for user participation? And, what does this imply for PD strategies?
