This paper examines the problem of dynamically maintaining the connection between a source and destination unit. The task of maintaining service semantics in the face of mobility can be handled by a combination of two mechanisms: Reset, and Forward. Resetting involves modifying the path between the source and the destination units. Forwarding, on the other hand, involves forwarding a call through a chain of base stations. The decision to reset or forward at any base station is determined by the overall cost for the call. The cost for resetting and forwarding is assumed to be independent of the base station. The call management problem is modeled as a discounted cost Markov decision problem.<<ETX>>
