Based on research, interviews and first-hand observation of police managers in North America, Australia, Japan and the UK, this study offers a critical assessment of the police institution as a whole. It describes how society's expectations of a crime-free environment conflict with the police officer's perceptions of what is realistically possible. It also critically analyzes the current ability of police forces to provide the protection against crime that the public requires.
