Method for Encoding and Decoding of a New Network RTK Message Format

As a GNSS data format standard,RTCM is being widely used and has several versions currently.To meet the new generation network data transmission,the latest version RTCM3.1 as well as its advantages compared with the old one RTCM 2.x is introduced.Then,a method for encoding and decoding is proposed according to its rule.The correctness of this method is verified by test data comparison and practical application.The precision analysis is also given at last.
