Program Diversity in the United States

Despite proven effectiveness and wide use in the United States, there is still a lot of resistance to the use of alcohol ignition interlock devices to reduce the rate of drunk driving. There is also great diversity among the ignition interlock programs that exist in the U.S. This paper discusses results of a survey to obtain a comprehensive picture of the diversity that occurs in alcohol ignition interlock programs in the U.S. Topics covered include legislation, program administration, voluntary versus mandatory programs, administrative and judicial programs, program eligibility requirements, time frames, whether or not a requirement for alcohol screening or treatment programs also exists, compliance monitoring, and the frequency of sanctions for non-compliance. Survey responses have been received from 32 states to date.
