Establishing the City Emergency Management Regime Based on System Control

There have been numerous articles that discuss the warning mechanism and the response methods of the city emergency management from the general sense,but these issues still need to be discussed further.We need to rethink them from developing a strategic re-positioning point of view,which bases on the system point of view rather than the part point of view,on the entire process rather than the fragment and on the strategic point of view rather than tactical point of view.This paper points out that the establishment of city emergency management based on system control should include three aspects:the strategy ability,development capacity and process capability(including prevention,preparedness,response and recovery).The strategies of strengthening the three capacity-buildings are also discussed.
