Why 'what' isn't 'how': a new approach to procedure writing (nuclear power stations)

The Human Factors Group at Northeast Utilities (NU) developed a writer's guide to help personnel improve plant procedures. The human factors group determined that existing writer's guides did not address the writing problems, and more importantly, did not describe 'how' to implement guidelines. The new writer's guide provides instruction on what guidelines to use, and how to interpret them when writing procedures. Instruction is provided on how to gather job-related information so that procedures are accurate and complete, how to organize the information, and how to write procedure steps.<<ETX>>
