The paper focuses on a two-year English course offered to PA students at Baikal State University and compares the state requirements for the course’s results set forth in the Educational Program with the actual level of proficiency in English among first-year PA students which, a field study reveals, generally does not exceed level A2 (CEFR) or 4,0 (IELTS). As the existing few ESP textbooks for PA students are aimed at level B1 or higher and are highly academic, the author argues for the necessity of compiling a new English textbook for such students, which would combine traditional but simplified PA / management topics with skills-development tasks, including listening, speaking, business correspondence, presentations, small group discussions. The author stresses the importance of using case studies and re gion-specific information both as educational tools and as a way of enhancing students’ motivation by bringing real-life situations into the classroom.
