The condition calculation module comprises a condition common expression calculation circuit. A filter bank comprises a common expression calculation circuit. On the basis of being compatible with AVS and H.264, by using the condition common expression calculation circuit and the common expression calculation circuit, redundant circuits in a chip are removed and the area and the cost of the chip are decreased.
