Transit-Oriented Development in the States

This report looks at the increasing demand for public transit and the emergence of transit-oriented development (TOD). An outline of federal and state legislative and funding support of TOD is provided. Several examples of TOD case studies are provided, including: innovative funding and increased ridership in Utah; funding in Minnesota; the creation of regional transit districts in New Mexico; affordable housing near transit in Massachusetts; and TOD and greenhouse gas reductions in California. In addition, this report looks at incorporating carsharing and bikesharing programs in TOD and creating affordable housing in TOD areas. An appendix lists select state TOD statutes and programs.
