This study addresses the congestion and safety concerns on Ohio's Macro Highway System and identifies priorities directed at creating solutions in both urban and rural areas. The report first looks at congestion and delay occurring on Ohio's macro corridors. Operational needs in and urban and rural context are identified. General ITS program recommendations are presented. Best ITS practices regarding freeway operations are discussed. A detailed assessment of recommended technologies, including vehicle detection, traffic controllers dynamic message signs, and communications technologies is presented. The report also looks at best ITS practices from an organizational perspective.
