Contesting Democracy and Citizenship: Latin American and Caribbean Perspectives

Abstract:This paper seeks to present an overview of the recent theoretical literature on the relationship between citizens and the State generally with special application to Latin America and the Caribbean. The research asserts that the struggle for citizenship rights represents a new form of populist and democratic contestation with the State and globalization process. Questions to be considered include: Who is a citizen? How are rights established and protected? How do citizenship rights relate to human rights? Who represents the people in the region and how is the image of “the people” defined and employed in the hemisphere’s political struggles? What are the implications for minority/majority group relations, especially cultural, regional, and indigenous and ethnic/racial differences?
