EDITOR'S NOTE: This paper was given at the Scholarly Communication and Technology conference organized by the Andrew W. Mellon Foundation at Emory University, April 24-25, 1997. Although JEP has explored, and will again explore, economic issues in online publishing, we didn't want to wait to share Malcolm's fine insights.
