Comprehensive Service Integration Programs for At Risk Youth. Final Report.

Programs targeting at-risk young adolescents, aged 10 to 15 years, were studied through a literature review and examination of issues related to evaluating programs for at-risk youth, and site visits to 9 programs at 6 locations. Chapter 1 introduces the study and its objectives, and chapter 2 reviews the literature on youth at risk. Chapter 3 explores issues in evaluating youth programs. Chapter 4 describes the site visits, and chapter 5 describes each of the programs visited. Issues that cut across these programs are discussed in chapter 6, and chapter 7 presents a summary of the project and implications of the findings. Site visits confirmed the initial impression that programs use a variety of configurations to facilitate services and augment service delivery to program clients. Findings also highlighted the importance of service integration as a way to increase the comprehensiveness of program offerings. The most striking implication of the study is the need to conceptualize service integration more broadly. (Contains 8 exhibits and 111 references.)
