Incentive effects of service efforts and accomplishments performance measures: a need for experimentation

Work on Service Efforts and Accomplishments (SEA) has been described largely in terms of its value as a monitoring tool. However, extant literature describes the complementarity of monitoring and incentives. This paper advocates experimentation with the use of the SEA performance measures in incentive plans in conjunction with experimentation in reporting in order to effectively motivate future efforts as well as measure past results.
