Extended measurement framework for analyzing e-governance situation in different countries

This paper shows the results obtained by using a measurement framework to determine the level of eGovernance on municipalities' websites taking into account design and content aspects. This framework was applied in the evaluation of municipality web sites of different countries. The sample included three websites of each country belonging to regions with low, medium and high number of inhabitants.
Once the individual results for each site were obtained, an average by country was determined. Finally, we evaluated global aspects that arise from comparing the three sites of each country. In case of the compliance of these aspects a score was added to the country average. The resulting numerical value for each country shows its level of eGovernance and allows to compare them establishing a ranking based on the obtained values.
