Efficient image CODEC with reduced content access work

We present in this paper a novel image CODEC, providing an easy access to the spatial image content. This access is eased by a highly simple decompression procedure but also by the fact that the spatial image content is accessible directly on the compressed image. A reduction of the content access work is obtained while still achieving a good compression factor and a high perceptual quality of reconstructed images. This image CODEC was primarily developed to suite emerging applications on large-scale image databases.
