Following the constant development of the computer technology and network technology, Virtual Reality Technology has been widely used in the Network Virtual Show and other aspects. This design uses VRML and 3DSMAX as a development platform and uses a residential district as a virtual prototype to achieve Internal Scene Virtual Tour within a residential building in a certain residential area. According to the characteristics of the Network Virtual Reality, this paper mainly introduces the building of landscape model and the approach of the scene roaming realization. Using 3DSMAX's three-dimensional modeling and output function, the constructed three-dimensional scene is outputted as VRML file format. After that, the translated three-dimensional scene is imported into VRMLPAD for programming and debugging, and then inserting the point of view, program optimization and so on. Finally, this paper designs and implements the residential building's internal scene Virtual Tour. Virtual reality scene not only can help browser to understand the overall situation within the building from everywhere, but also can achieve the dynamic interactions with the user. It presents as three-dimensional model in front of the users and generates an immersive feeling for the browser. Therefore, the virtual tour program has good external display role and practical value.
