Wherein, it comprises: setting the allowance time delay met the demand of service quality QoS for the priority queue; calculating the distributing weight of each priority queue; said weight is directly rationed with the signal channel quality parameter, and is directly rationed with the waiting time of group data pack in the queue, and is inversed rationed with the allowance time delay of queue; then distributing the group data pack of queue with highest weight. The invention can improve the throughout of region and reduce the pack loss.
