Quality Scalable Video Coding by Reordering the Enhancement Residual in Transform Domain

This paper presents the method to create multi-quality layers for quality/bit rate scalable video coding. Based on the existing coarse quality scalable structure, we reorder the residual signal in the enhancement layer. The reordered enhancement bitstream has quality-layered property. The results are shown in terms of multi-quality layer PSNR in between the two quality layers
