Building in a manner that minimizes environmental impact has become a major part of the construction industry. Despite increased knowledge in this area the development is moving slowly. The purpose of this thesis is to give the reader an idea of the approach to green construction of civil engineering. The definition of a green tender is defined by the people who have been interviewed. The question whose responsibility it is to progress in the future also tries to be answered. Interviews were done with seven people working for the client side and one person working on environmental issues within Skanska. The interviews were recorded on a dictaphone to facilitate the processing. The interviews were processed in several steps to sort out the information that were most relevant. Public authorities procure under the Public procurement act (LOU) or the Act on procurement in the water, energy, transport and postal services (LUF). For all procurement, the five basic principles should be followed: the principle of equality, the principle of non-discrimination, the principle of transparency, the principle of proportionality and the principle of mutual recognition. Tenders are evaluated by two different models, the lowest price or most economically advantageous. Alternative tenders are accepted in the most economically advantageous tender. Sweden has 16 environmental quality objectives that the environmental work should strive to meet. In addition to these objectives there is the transport policy objectives aimed at ensuring an economic, efficient and sustainable transport service. Trafikverket together with the metropolitan authorities Gothenburg, Malmo and Stockholm have developed common environmental requirements applicable to their contracts. The requirements are part of efforts to achieve the environmental quality objectives and the transport policy objectives. The person from Skanska has not answered this question. The results of the interviews showed that a definition of a green tender differed between respondents. Some pointed to what the tender should contain, while some gave a comprehensive response in which they felt that there was value to be given to the environment, while it must be measurable so a comparison of tenders can be made. Four respondents considered that the client and the contractor have equal responsibility for achieving progress and the remaining three believed that the client have the greatest responsibility. The conclusion of this thesis is that there is a positive attitude, both from clients and contractors to push development forward. During the interviews we got the feeling that the current requirements in many terms were considered adequate as an environmental measure from the clients. If development should be taken forward it requires value given for green solutions. Although the standards are high we do not believe it pushes the clients to take additional steps if they do not see that it´s profitable. Here is a great responsibility on the clients, and therefore we believe that clients have the greatest responsibility. (Less)
