The construction of network teaching resources center is a critical content of information construction of higher education. The article puts forward a set of framework for the construction of network teaching resources center in accordance with the requests proposed by the Ministry of Education. Meanwhile,it takes Heilongjiang University as an example to illustrate the designing method and the process of teaching resources center.
