Punca dan impak perubahan kerja dalam projek milik UDA Holdings Berhad (UDA)

UDA Holdings Berhad (UDA) is a Malaysian company engaged in property development, property management and the leisure industry. The Company's property development division is involved in the redevelopment of new townships, public housing, recreation, hotels, commercial centers and industrial premises. Based on records and personal experience working with UDA, it can be seen that some of the projects managed by UDA were plague with problems such as delays and cost overruns. Many times these problems can be linked with variation of works. Variations are changes, omissions, substitutions, which is made after the contract has been signed. A variation order on the other hand is a written orders to the contractor, signed by developer and issued after execution of the contract, authorizing a variation orders in the work or an adjustment in contract sum or contract time. Variation increases the possibility of contractual disputes. In general variation present problems to all parties involved in the construction process. This study presented results on causes and impacts of variations in UDA projects, which focusing on developer and consultants perspective. The study was conducted based on literature review, questionnaire survey, interview with relevant parties involved and case study. This study has concluded that the top five causes of variation of works which are errors and omissions in design, change in specifications by developer, unforeseen problems, change plan or scope by developer and design discrepancies. Meanwhile, the top five impacts variation of works are listed as, project cost increase, progress is effected, additional payment, overhead increase and rework and demolition. The study has identified five measure to control variation which are developer involvement design stage, clear project brief, thorough detailing of design, continuous coordination and communication and developer and consultants effort to control variation orders.
